It is typically used when a defendant when the defendant resides out of state, has departed from the state, or cannot, after due diligence, be found within the state or conceals himself or herself to avoid being served.
The complaint and summons in such cases can be served on the defendant by publication in a newspaper for a period of 4 weeks, at least once a week during that time.
